Amy Sugg was born and raised in The Dalles, Oregon. She attended Oregon State University and CGCC Nursing School and received her Bachelor of Science in Nursing. Amy is a nurse for the Quality Department at Mid-Columbia Medical Center. She enjoys volunteering with local organizations and has a desire to see Wasco County residents have improved opportunities, better schools and access to health care. Amy joined the Health Foundation board in 2017.
Board Vice Chair
Patrick Ashmore was born in Portland, and raised in The Dalles, Oregon. After a brief stint at Mt. Hood Community College he joined the United States Air Force. Pat later joined the Oregon State Police Cadet program where he found his true passion, serving the community through law enforcement. In 2016 Pat retired from a 29 ½ year career with the Oregon State Police. Six weeks later he answered the call of duty as Chief of Police at The Dalles Police Department. Pat joined the Health Foundation board in 2018.
Shae Kasinger was born and raised in Oregon, residing everywhere from the coast, to the eastern part of the state, settling in The Dalles in 1999. She is passionate about building relationships and chose banking as her career. Shae currently holds the position of Vice President Retail Manager at First Interstate Bank. She and her husband share five adult children, and love being with their grandchildren. In her spare time, she enjoys spending time on the river, at the beach and in the mountains taking in all Oregon has to offer. Shae has been a volunteer at the Health Foundation since 2005. She also volunteers with Haven from Domestic Violence and takes every opportunity to be of service in her community. Shae joined the Health Foundation board in 2020.
Frank Toda was born and raised in The Dalles, Oregon. He earned his Bachelor and Master of Business Administration from the University of Portland. He earned both his Master of Science in Systems Management and PhD in Education from the University of Southern California. He joined the board in 2003.
Jorge Barragan Jr.
Jorge Barragan Jr. was born in Kennewick, Washington, and raised in The Dalles, Oregon. He earned his Bachelor’s in Business Management from Portland State University. Jorge grew up working in his family’s local restaurant, Casa El Mirador, and resides in The Dalles with his wife and children. He is a Real Estate Broker currently, and past owner/operator of a successful small business. Jorge volunteers for The Dalles Rotary and enjoys spending time with his family, water sports and cooking in his spare time. Jorge joined the Health Foundation board in 2021.
Dean Dollarhide was born in Goldendale, Washington and raised in the Columbia River Gorge. He attended Western Oregon State and University of Portland earning a Bachelor’s degree in history, with a minor in humanities. Dean works in insurance and financial services, as well as coaching baseball. A member of Rotary, he enjoys volunteering and is grateful that he is able to give back to the community that has given him so much. Some of Dean’s favorite activities include baseball, golf and fly fishing as he “practices for retirement.” Dean joined the Health Foundation board in 2019.
Dennis Knox is President and CEO of Mid-Columbia Medical Center. Prior to joining MCMC he served as the CEO of Urgent Point, a national immediate care company and previously was the Chief Executive Officer of Antelope Valley Hospital in Lancaster, CA. His experience in healthcare includes over three decades at the CEO level and has spanned for-profit and not-for-profit healthcare companies, including operating multi-hospital sites. It has also included post-acute care (Memorial Hermann Continuing Care Corporation) and pre-hospital care (Urgent Point).
Lori Rosebraugh was born in Astoria, Oregon moving to North Bend, then Roseburg and eventually settling in The Dalles. She earned her Bachelor of Science in Criminal Justice with a minor in Spanish from Western Oregon State College before joining Oregon State Police as a state trooper. Lori now works as a Detective for the Criminal Investigation Division, Major Crimes Section. Lori and her husband share three children. In her spare time, she enjoys home improvement projects and crafting of all kinds. Lori is a volunteer for The Dalles Booster Club, American Legion and the Shop with a Cop back to school event. Lori joined the Health Foundation board in 2019.
Aimee Scrivens was born and raised in Tulare, California. From there she attended Loyola Marymount University and the University of San Francisco where she received her Bachelor of Business Administration and Masters in Organization and Leadership. She lives in Hood River, Oregon with her husband Brian Scrivens and their daughter. She enjoys cycling, spending time with her family, and enjoying the beautiful Gorge. She currently volunteers for Delta Gamma at Oregon State University. She has worked extensively in higher education and enjoys student leadership and development. Aimee joined the MCHF Board of Directors in June 2022.
Judy Urness was born and raised in The Dalles, Oregon. From there she attended Portland State University where she received her Bachelor’s in Social Science. She resides in The Dalles with her husband, Mike. Together they raised two children. Judy experienced firsthand the power of philanthropy when her father passed, and donations were made in his memory. She currently works as a Personal Agent for developmentally delayed adults and has a passion for helping her community thrive. Judy joined the Board of Directors in June of 2022.
Kerry Proctor, MD
Kerry Proctor, M.D., was born in Glendale, Arizona and raised in Vermont. From there she attended the University of Vermont where she received her medical degree. She resides in The Dalles with her husband, Matt and together they are raising two children. Dr. Proctor is a practicing pathologist at Mid-Columbia Medical Center where she serves on the Breast Center Team. In her spare time, she enjoys reading, time with friends and family, cooking and hiking. Dr. Proctor joined the Board of Directors in September of 2022.
Meredith Smith was born and raised in Astoria, Oregon. She attended Willamette University earning her undergraduate degree in exercise science. She then earned her Juris Doctorate from University of Oregon School of Law. Meredith resides in Hood River, Oregon, and works as an attorney at Timmons Law in The Dalles, Oregon. She has volunteer experience with the Changing Tides Foundation and American Red Cross. In her spare time, Meredith enjoys rock climbing, surfing, snowboarding and music festivals. Meredith joined the Health Foundation board in 2021.
